The case stems from a September 2022 incident where Chan refused to show his identity card to a plainclothes officer while heading to cover a residential meeting. Chan was the former chairperson of the Hong Kong Journalists Association, the city's primary press union which has long been a target of government criticism. Critics and international press freedom groups argue the conviction is part of a broader crackdown on independent reporting following the 2020 National Security Law.
Chan is expected to be released next week, but the ruling reinforces a legal environment where minor encounters with police can lead to jail time for reporters.
