Without invasive government surveillance, we cannot prove that someone lives in a specific part of the world. With Schengen, I can live in Lisboa, Portugal one month, Rovaniemi, Finland in an other, while having a relevant ID marking my address as Limassol, Cyprus (where I may have haven't been to for a decade, but I may have spent time in Nuuk, Greenland, Denmark). Also, depending on my daily life, I may or may not be involved the country's political, cultural, or even economic landscape to be able to make a responsible decision.
